What is the predominant view in the Hanafi school regarding the sighting of the crescent moon and the divergence of different rising places [of the moon], which would unite the Muslims in Afghanistan and put an end to the ongoing disagreement concerning the determination of the beginning of Ramadan and the two Eids?

Previous fatwas have addressed the issue of varying moon-sighting horizons, and our adopted view is that each country has its own sighting. Accordingly, if the crescent moon is sighted in your country or in a neighboring country with the same horizon, then fast. However, if your country follows the view of the majority, which does not consider moon-sighting horizons to vary, and the crescent moon is sighted in another country that does not share your horizon, then fast in adherence to that country's sighting, so as to unify the word. If the state is under occupation and the task of investigating the crescent moon has been entrusted to those who are not trustworthy, then the people of knowledge must undertake this task to unite the people upon the truth.
