Is it permissible to change the beneficiary and location of a vow after the vow has been made to another beneficiary and location, knowing that the other beneficiary and location are more deserving and rightful?

It is permissible to change the destination of a vow (Nathr) to that which is more deserving and better. So, whoever vows to fast on a specific day may transfer it to a better time. Changing the destination of a vow to a better place is permissible, such as transferring a vow from a specific place to the Two Holy Mosques. This is supported by the Prophet, peace and blessings be upon him, who permitted fulfilling a vow in a specific place as long as there was no legal impediment, and he indicated the transfer of a vow from a less preferred place to a more preferred one, by saying to someone who vowed to pray in Jerusalem: "Pray here."
