What is the ruling on a young Tunisian man taking a monthly sum of 200 dinars (140 dollars) from the state, designated for unemployed university graduates, as pocket money until he finds stable employment?

There is no objection for someone who meets the conditions for receiving a gift to take it and benefit from it until he finds work. However, once he finds work or the conditions for eligibility cease to exist, he must refrain from taking it, based on the Prophet’s (peace and blessings be upon him) saying: "Muslims are bound by their conditions."
