What is the Shar'i ruling on an engineer obeying his superior in overlooking shortcomings in work specifications, knowing that the instructions come from the ruler?

If you have informed the officials about the deficiency in specifications, then you have fulfilled the trust, and there is no blame upon you for receiving the work as long as the ruler (wali al-amr) is the one who ordered the disregard of the deficient specifications.
