What is the ruling of Islamic law on circumventing labor laws that prohibit some employees from traveling abroad for work, by obtaining a fictitious employment contract for the wife to use in facilitating the employee's travel documents for work abroad?

Forgery is forbidden by Islamic law and is considered a grave sin, based on the saying of the Prophet, peace and blessings be upon him, and on the Almighty's verse: "And shun false statement" (Quran 22:30). A Muslim is not permitted to commit forgery except in a case of extreme necessity, where there is no alternative, such as being denied one's right and being unable to attain it except through forgery. In such a case, the sin falls upon the one who denied the right. As for those who are not compelled by necessity, forgery is not permissible for them.
