Is it permissible for Muslims residing in the Fargo area of America to combine the Maghrib and Isha prayers with an early combination (Jam' Taqdim), given the late time of the Isha prayer in summer and the difficulty of waiting for it for working individuals, as well as when going out for shopping where no place for prayer is available?

Prayer is the most important matter in a Muslim's life, and observing it on time is one of the greatest obligations. Allah has specified a particular time for each prayer and made its performance at its designated time an obligation upon the believers, as stated in His saying, the Almighty: (Indeed, prayer has been decreed upon the believers at specified times). Therefore, it is not permissible to perform the prayer before its time nor to delay it beyond its time, except in special cases and circumstances indicated by the texts of revelation. One must safeguard the prayers and not neglect them.
