What is Islamic tourism, what are its regulations, how can a country become a leader in it, and what are its most prominent projects?

In Arabic, "siyaha" (tourism) means travel for recreation or exploration. However, Islam invalidated the concept of tourism as a form of self-torture and linked it to great objectives, such as worship (Hajj, Umrah, and Jihad), seeking knowledge, reflecting on the fates of past nations, inviting to Allah, and contemplating Allah's creation.

Legitimate tourism has controls: 1. It is forbidden to travel with the intention of glorifying a specific place except for the three mosques (Al-Masjid Al-Haram, Al-Masjid An-Nabawi, and Al-Masjid Al-Aqsa). 2. It is forbidden for a Muslim to travel for tourism in the lands of disbelievers unless there is a dire necessity (treatment, study, trade) while preserving the rituals of Islam. 3. Tourism in places of corruption and indecency is prohibited. 4. Do not visit places where past nations were punished for amusement, but rather for reflection and weeping. 5. A woman should not travel without a mahram (unmarriageable kin). 6. It is permissible to organize tourist trips for disbelievers in Muslim lands, provided they respect religion and morals, and are not allowed to enter the Two Holy Mosques.

Today's reality of tourism is largely dominated by disobedience and corruption, so a Muslim must be careful and not promote this type of tourism.
