Is the daughter obligated to tell her father about the remaining amount she has (4000 dirhams), or should she spend it on household necessities, especially since the father spends money on smoking and the family is going through financial hardship?

A person cannot be prevented from [accessing] his money if he requests it, unless it is known that he intends to spend it on something unlawful. In that case, he should be prevented from it as a way of changing the evil, based on the Prophet, peace and blessings be upon him, who said: "Whoever among you sees an evil, let him change it with his hand; if he is unable, then with his tongue; if he is unable, then with his heart, and that is the weakest of faith."
