A person cannot be prevented from [accessing] his money if he requests it, unless it is known that he intends to spend it on something unlawful. In that case, he should be prevented from it as a way of changing the evil, based on the Prophet, peace and blessings be upon him, who said: "Whoever among you sees an evil, let him change it with his hand; if he is unable, then with his tongue; if he is unable, then with his heart, and that is the weakest of faith."
