Is sustenance predetermined for a person based on God's foreknowledge of his efforts, or is it compulsory like creation, and is there a significant difference of opinion among scholars on this matter?

Everything that happens in the universe, including sustenance, occurs by Allah's decree and destiny, as stated by the Almighty: "Indeed, We created all things in due measure" and "We have apportioned among them their livelihood in the life of this world." Allah has commanded us to strive and earn, and He has promised expansion and blessing in sustenance for acts of obedience, while threatening the disobedient with distress and sorrow.
