The aforementioned is weak. Ibn Abd al-Hakam was the only one to transmit it, and its chain of narration is not sound. It was also narrated with the word "hayaa'" (هياء) with a yaa' instead of a baa'. The meaning of "al-habaa'" (الهباء) in the Hadith is that Allah will not render the Hajj invalid or unacceptable, like scattered dust.
