Is it true that Imam Ibn al-Qayyim said, in describing the chanters: "Rarely do you find a 'sama'i' (one who listens to or practices spiritual chanting) but that he is effeminate in resolve, and effeminacy is evident in his character and movements," from the book "Kashf al-Ghita'," page 248?

We have not come across the text attributed to Ibn al-Qayyim. If it is indeed authentically attributed to him, then it refers to someone who recites wanton songs, because a man who imitates women acquires their characteristics to the point of effeminacy. This is what Sheikh al-Islam Ibn Taymiyyah explained by stating that singing is a prelude to that. As for someone who recites inspiring anthems that encourage jihad and goodness, it is not permissible to call him effeminate.
