He must announce the discovery of the money in public gatherings in the two towns located on the road where it was found, and elsewhere (such as advertising in gas stations and police stations). If a year passes without finding its owner, he then owns it. He may choose to keep it until he finds its owner or donate it on their behalf. If he finds the owner after disposing of it, and the owner approves of the charity, then that is sufficient. If the owner objects, he must guarantee the money to them, and the charity will be for him. Alternatively, he can spend it from his own money and guarantee it to the owner whenever he identifies them.
