Istikharah (guidance-seeking prayer) is recommended when embarking on a permissible matter. If a young man and woman possess good character and religious devotion and wish to marry, then Istikharah is recommended for them, because their marriage is among permissible matters. Their being characterized by religious devotion and good character does not preclude the legality of Istikharah.
