What about someone who claimed they swore an oath to do something, but they didn't actually swear an oath at all? Is expiation (kaffarah) required of them?

An expiation for an oath is not required unless it is broken. And the statement of one who claims to have sworn an oath when he has not is not an oath but a lie, and its expiation is repentance and seeking forgiveness.
