Is it permissible to hold gatherings for the study of Islamic jurisprudence among Muslim youth in the absence of a scholar, and does the meaning of the verse: "O you who have believed, upon you is [the responsibility for] yourselves. No harm will come to you from those who have gone astray when you have been guided" apply to them?

A scholar is not required for every da'wah (preaching) matter, but the Islamic ruling for issues must be known by asking the people of knowledge. Citing the verse, "O you who have believed, upon you is [the responsibility for] yourselves. Those who have erred will not harm you when you have been guided," to abandon da'wah and enjoining good is a mistake, for guidance includes enjoining good and forbidding evil.
