What is the ruling on expanding the Harriya Mosque, which is located in the middle of a graveyard, at the expense of nearby graves, and what are the possible solutions for that?

It is forbidden to build mosques over graves, and one of the two must be removed. If it is not certain that the mosque was expanded over graves, there is no harm in keeping it and praying in it. However, if it is certain that it was expanded over graves, then one should consider: If the place was endowed or dedicated for burying the dead, then it is not permissible to expand the mosque, and it must be demolished. If it was owned by some people, then if the bodies within it have decomposed, it is permissible to build the mosque with the owner's permission, along with removing any visible signs of the graves. Otherwise, building is not permissible, even with the owner's permission.
