Is it permissible to receive a pre-employment contract grant with a symbolic salary from the state without actually working?

If the entity providing the salary stipulates work as a condition for its entitlement, then this condition must be adhered to, for the Prophet, peace and blessings be upon him, said: "Muslims are bound by their conditions." So, if a condition for entitlement to the remuneration is not met, it is not permissible to take it, unless the providing entity is aware of the situation and agrees to disburse it.
