If a Muslim strives to choose a ruler and errs without negligence, then he is absolved of responsibility and will be rewarded.

The most suitable available person must be chosen, even if he has flaws, for Allah does not burden a soul beyond its capacity.

The criterion for selection is strength and trustworthiness, such that strength in governance is knowledge of justice, and trustworthiness is the fear of Allah.

If strength and trustworthiness conflict, the one who is more beneficial for the position of authority is given precedence. For example, in military leadership, a strong, courageous person, even if dissolute, is preferred over a righteous but weak one.

Efforts must be made to improve conditions to ensure the most competent individuals are available for positions, even if, out of necessity, unqualified individuals are appointed.

Knowing the most suitable person involves understanding the purpose of leadership (reforming religious and worldly affairs) and knowing the means to achieve these purposes.

It is necessary to consult the people of knowledge and experience in the country to determine the most appropriate candidate.
