What is the ruling on browsing websites known to contain images of women, while lowering one's gaze, and does the ruling differ between beneficial and entertainment websites?

It is not permissible for a Muslim to intentionally enter websites displaying images of unveiled women, unless there is an urgent necessity, and with the ghadd al-basar (lowering of gaze) from the forbidden within them. Looking at these images is not an accidental glance for one who intentionally enters these sites. If images of unveiled women are found on reputable websites or in public places, a Muslim must lower his gaze and not follow a glance with another glance.
