What is the ruling on women wearing tight clothing in front of other women and Mahrams?

Wearing tight clothing that outlines a woman's features and highlights her allure is forbidden, based on the Prophet's (peace and blessings be upon him) saying: "(There will be) two types among the people of Hell whom I have not seen yet... and women who are clothed yet naked, inclining (to evil) and inclining (others towards it)." The phrase "clothed yet naked" was interpreted to mean that they wear short, thin, or tight clothes that describe a woman's features. It is not permissible for a woman to wear such tight clothes except for her husband, based on the Almighty's saying: ( إلا عَلَى أَزْوَاجِهِمْ أَوْ مَا مَلَكَتْ أَيْمَانُهُمْ فَإِنَّهُمْ غَيْرُ مَلُومِينَ ) "except before their spouses or those whom their right hands possess, for indeed, they are not to be blamed." There is no 'awrah (intimate parts that must be covered) between spouses. As for in front of mahrams (unmarriageable kin) and other women, the 'awrah must be covered, and it is not permissible to wear tight clothing that outlines a woman's features.
