Is there a sin upon one who pays a bribe to a public official to accept an excuse for absence from a university exam?

Bribery is not permissible to be exempted from the first round if you are not sick, and the one who does so is cursed. However, if employees monopolize exemption certificates and you find no way to avoid the bribery, then the sin of offering it falls upon the one who takes the bribe, not upon you.
