Is it permissible to pay a bribe to a government employee who obstructs the completion of transactions if you do not pay him?

Bribery is one of the major sins, and both the briber and the bribed are cursed. It is forbidden to pay a bribe if the matter can be concluded without it. However, if the rightful person cannot obtain their right except by paying a bribe, then it is permissible for them to pay it, and the prohibition applies to the one who takes it, not the one who gives it. This is on the condition that the payment is for the purpose of recovering a right or warding off injustice, and there is no other means to achieve that.
