What is the ruling on responding to a government employee's request for a bribe (money and air conditioners) in exchange for disbursing delayed financial entitlements, with the intention of not giving him anything after the disbursement, or with the intention of giving him what he asks for, and is it permissible to pay a bribe to obtain a right without harming anyone?

Bribery is forbidden due to the great evils it entails for both the individual and society. The Prophet, peace and blessings be upon him, cursed the briber, the bribed, and the intermediary. The forbidden bribe is that which is given to suppress a right or to obtain falsehood. However, what a person pays to attain his right or to ward off injustice is permissible according to the majority of scholars.
