What is the ruling on paying a bribe to a government employee in exchange for processing a transaction, if the completion of the the transaction depends on paying it?

Bribery is forbidden due to its corrupting effects on both the individual and society, and the sin falls upon both the briber and the bribed. However, scholars have explicitly stated the permissibility of paying it for someone who cannot obtain their right except through it, and in such a case, the sin falls solely upon the one who accepts the bribe. It should be noted that it is preferable to refrain from paying bribes due to the harm they cause to the interests of society.
