Intentions and purposes are significant in actions and acts of worship; they alter rulings. However, this is not always universally absolute. Utterances are of three types: those where the intention matches the wording, those where the speaker did not intend the meaning, and those that are apparent and could be interpreted as intended by the speaker or otherwise. A Muslim is required to call to Allah, enjoin good, and forbid evil among men and women, especially women. There is no legal maxim stating that persistence in a minor sin makes it a major sin. However, it was narrated from the Companions that they said: "No major sin with seeking forgiveness, and no minor sin with persistence." This means that persistence in a minor sin makes it a major sin. Persistence here refers to repeating a minor sin in a way that indicates a lack of concern for religious matters.
