What is the ruling on withdrawing from a public auction in exchange for a sum of money?

Some scholars have issued a fatwa permitting a person to say to another who is bargaining over a commodity: "Desist, and you shall have such-and-such." Ad-Dardir, in his commentary on the statement of Khalil ibn Ishaq al-Maliki: "It is permissible to ask some to desist from increasing the bid," affirmed that this is permissible even with compensation, such as: "Desist from increasing the bid, and you shall have a dirham." The compensation becomes binding upon him whether he buys the commodity or not. Ibn Hilal found this problematic, considering it consumption of people's wealth through falsehood, while Al-Abdusi saw no issue with it because it is compensation for desisting, and the desisting has occurred. The preponderant view in this matter is that there is no impediment to some withdrawing from an auction in exchange for a sum paid by the prospective buyer.
