What is the ruling on paying 200 riyals to a recruitment agency to open a file, then it demands half the salary or the entire salary after employment?

If the office stipulates a payment of two hundred Riyals for employment efforts, and then takes a month's salary or half a month's salary after employment, there is no harm in that, provided the salary is known and it was agreed that half or the full salary would be designated as a commission from the applicant to the office. The majority of scholars stipulate that the commission must be known for the validity of such a "ju'alah" (a contract of commission or reward).
