Has it been reported that the Messenger of Allah, peace and blessings be upon him, mentioned the pillars of the sermon after giving advice, and which is better: mentioning the pillars before or after giving advice?

It is not a condition to maintain the order between the pillars of the Friday sermon according to what many scholars have affirmed; rather, it is merely recommended. This is because the objective is exhortation, and no text has been narrated stipulating the necessity of maintaining order. It is recommended for the preacher to begin his sermon with praise and glorification of Allah Almighty, as the Prophet, peace and blessings be upon him, used to do. For this reason, many scholars have deemed it good to start with the 'Khutbat al-Hajah' (Sermon of Need): "Indeed, all praise is due to Allah; we praise Him," and then recite the verses of piety.
