Is it permissible to pay Zakat al-Mal by donating it through a system that allows collecting funds for indigent prisoners?

It is permissible to give zakat (definition) to indebted persons who are in hardship, including prisoners, as Allah Almighty says: (Indeed, [prescribed] charities are only for the poor and the needy, and those employed to collect [them], and those whose hearts are to be reconciled, and for freeing captives [or slaves], and for those in debt, and for the cause of Allah, and for the wayfarer - an obligation [imposed] by Allah. And Allah is Knowing and Wise). An indebted person (gharim (definition)) is someone in debt who is in hardship and cannot find what to pay off his debt with. He is given from zakat to pay off his debt, even if he incurred the debt for an unlawful matter, on the condition of repentance. There are two types of indebted persons: one who incurred debt to reconcile disputes, and one who incurred debt for himself in a permissible or unlawful matter, repented, and is in hardship due to the debt.
