Is it true that the Tarawih prayer does not exceed 10 rak'ahs, as Shaykh Al-Albani says, citing the hadith of Aisha, and what are the evidences of those who hold the other view?

The scholars differed regarding the number of Rak'ahs for Tarawih prayer. The majority held that it is twenty Rak'ahs, citing the hadith "Night prayer is two by two," and the practice of Umar ibn al-Khattab and the Companions.
