Is it permissible for a woman to use the changing rooms prevalent in markets, and does this fall under the meaning of the Prophet's (PBUH) saying: "Any woman who takes off her clothes in other than her husband's house has torn the veil between her and Allah the Almighty"?

If a woman is certain that no non-mahram men will see her or that she will not be exposed to temptation in these rooms, and it is confirmed that there are no cameras installed inside the room, then there is no harm in her using them. Some scholars have interpreted the aforementioned hadith as referring to a woman exposing herself to non-mahram men for the purpose of being exploited.
