Is it permissible to take out an interest-bearing loan to buy an affordable apartment due to the unavailability of the required amount and the impossibility of obtaining a benevolent loan?

Riba (usury/interest) is one of the gravest major sins, forbidden by text and scholarly consensus. It is not permissible except in cases of dire necessity. Purchasing a home is not considered one of the necessities that permit riba, as long as it is possible to obtain housing through rental. The Permanent Committee has forbidden taking interest-based loans for construction or anything else.
