Is the game of "مطاطات" (elastic bands), which relies on throwing plastic threads onto the ground, and whoever hits another's piece takes it, considered gambling?

The aforementioned game is a forbidden form of gambling, and it is not permissible for the guardians of children to allow them to play it. They would be sinful for permitting it. As for the children, there is no sin upon them, for the Prophet, peace and blessings be upon him, said: "The pen has been lifted from three: from the sleeper until he awakens, from the afflicted until he recovers, and from the child until he grows up."
