Can it be considered that Muslims today are living in circumstances similar to those of the Makkan period, and should they emulate the Prophet's (peace be upon him) policy that he followed during that era?

The Islamic call (Da'wah) went through two phases: the Meccan period, during which Muslims were commanded to perform acts of obedience, be patient, and refrain from fighting, as in the Almighty’s saying: "Have you not seen those to whom it was said, 'Restrain your hands, and establish prayer, and give zakah'?" Then, after the Hijra (migration), they were permitted to fight, as in the Almighty’s saying: "Permission [to fight] has been given to those who are being fought, because they were wronged." Muslims must draw lessons from the Meccan period, as some of its scenarios may recur. The current state of Muslims today in some aspects and countries may resemble the Meccan period, and the reference for assessing this belongs to the people of knowledge.
