If a person is legitimately entitled to free medication from the state, without favoritism or deception, then it is permissible for him to dispose of the excess medication, beyond his need, by donating or selling it, unless the dispensing authority prohibits that. A fatwa from the Egyptian Dar Al-Ifta states that whoever acquires medication willingly may engage in any permissible transaction with it, such as selling or bartering it.
