Is it obligatory to command good and forbid evil in public, despite its prevalence?

Enjoining what is right and forbidding what is wrong is a religious obligation ordained by Allah upon believers. It is one of their characteristics that distinguishes them from hypocrites and Jews. A Muslim must change wrong with his hand; if he cannot, then with his tongue; if he cannot, then with his heart, and this is the weakest of faith. This obligation is a communal obligation (fard kifayah), and it may become an individual obligation (fard ayn) for some individuals if no one else is aware of the wrong or capable of removing it. This obligation does not cease due to a mere assumption of futility; rather, it must be performed with wisdom, good admonition, patience, knowledge, and sincerity.
