Is it permissible for an accountant to take or transfer a sum of money allocated for workers' holiday pay from the National Paid Holiday Fund to his account or the account of one of his relatives, with the knowledge of the contractor, if the workers do not wish to receive it from the Fund?

If the workers leave the amount or do not claim it because they have received their full due, the ownership of the money reverts to the contractor. The accountant may take it or transfer it to the contractor's relatives if the contractor willingly permits it and is able to reclaim it. However, if the contractor is unable to reclaim it and is forced to leave it to the accountant, the accountant is not permitted to take it for himself or for any of his relatives. Instead, he must assist the contractor in reclaiming his right.
