If there is no deception or trickery involved in obtaining the assistance, then there is no harm in benefiting from it to start a permissible project. However, if the eligibility criteria do not apply to you, it is not permissible to resort to trickery and deception to acquire it, because cheating, deception, and lying are not among the ethics of a Muslim, as the Prophet, peace and blessings be upon him, said: "Whoever cheats is not from me." Muslims residing in the West must be good role models in adhering to the manners of Islam.
