What is the ruling of Islamic law regarding marriage to a foreign woman, given the objection of the parents and the first wife, and is this considered an act of disobedience?

You may marry another woman if you are able to treat both justly. Your first wife does not have the right to prevent you. However, you must convince your parents. If they insist on refusing, then leave her and look for someone else, as obeying them is obligatory in this situation, unless you fear harm to yourself by not marrying her. In that case, marry her and then seek their رضا (رضا: approval/contentment) afterwards. If you are unable to marry her, then cut off your relationship with her to avoid falling into what displeases Allah. And take your time before marrying a second wife to avoid falling into family problems.
