Is it permissible for a father to give the Zakat of his wealth to his unemployed, university-student children, or to spend it on them for the purpose of getting them married?

If the children are able to earn, Zakat is not permissible for them. Similarly, if they are unable to earn, their maintenance is obligatory upon their father. Therefore, the father is not allowed to give them from Zakat money, as they are self-sufficient through his maintenance. It is permissible to give Zakat to children studying at university if they are outstanding students of religious knowledge, or if they are studying a science that Muslims need. It is also permissible to give Zakat to someone unable to marry if they need it, bearing in mind that marrying off children is obligatory upon the father if they need it and do not have the means to marry, according to the the Hanbali school of thought.
