Is full physical contact between a man and a woman, without penetration, considered adultery, and what is the ruling on this act?

Touching the body of a non-mahram woman without intercourse is not zina (fornication/adultery) that necessitates the Hadd punishment. Rather, it is a form of the zina of the limbs and a sin from which one must repent. It is also a prelude to the zina of the private parts. The one who commits this act must beware of Satan, fear Allah Almighty, avoid being in seclusion with a non-mahram woman, guard his gaze, and hasten to marry if he is not already married.
