Is it permissible to delay paying the value of a money transfer and its fees until a later time after the the transfer process is completed?

If your friend charges a fee for transferring money, then this transaction is not permissible, because it combines a loan with a contract of exchange, which is not allowed in Sharia. However, if the transfer is free of charge, then there is no harm in it.
