Is one excused by ignorance if one does not declare Jews and Christians to be disbelievers, given the prevalence of ignorance regarding this issue among people?

Whoever does not declare the Jews and Christians to be disbelievers, or doubts their disbelief, or validates their religion, commits an act of disbelief. This is because their disbelief is known by necessity to be part of the religion, by consensus, except for someone who is a recent convert to Islam, or grew up in a remote desert area, or in an environment where ignorance and confusion are widespread. Such a person is excused until their doubts are removed and the proof is established against them.
