Is the story true about the man who complained to Umar ibn Al-Khattab, may Allah be pleased with him, concerning his neighbor preventing water from passing through his land, and Umar's saying, "Let it pass, even if over his belly"? And what is its source?

The essence of the story is that Al-Dahhak ibn Khalifa wanted to dig a canal for himself from Al-Aarid through the land of Muhammad ibn Maslamah, but Muhammad refused. When Al-Dahhak complained to Umar ibn Al-Khattab, Umar ordered Muhammad to allow the canal to pass, justifying it by saying that it would benefit Muhammad and not harm him. When Muhammad refused, Umar swore that the canal would pass, even if it were over Muhammad's belly. So, Umar ordered Al-Dahhak to proceed with digging his canal, which he did.
