What is the ruling of the Sharia regarding the refusal to marry a young man who proposed to a girl due to a difference in place of residence (refugee/citizen), and what advice is directed to the parents in this regard?

Differences in nationalities and customs should not prevent Muslims from communicating and intermarrying, for Muslims are one nation. Compatibility in marriage is considered only by religion; therefore, a Muslim woman should not be married to a disbeliever, nor a chaste woman to a wicked man, based on the Almighty's saying: "Indeed, the most noble of you in the sight of Allah is the most righteous of you," and the Prophet's (PBUH) saying: "If there comes to you one whose character and religious commitment you are pleased with, then marry [your daughter] to him." The guardian does not have the right to prevent a woman from marrying someone whose religious commitment and character she is pleased with. If the guardian refuses to marry her off, the woman may go to the ruler to marry her, as the guardianship then transfers to him.
