What is the ruling on selling or building on a plot of land I bought from a company 30 years ago, with their promise to provide utilities which they did not fulfill, knowing that the adjacent land has been abandoned for 30 years, the company is defunct, and I have provided the utilities to the land?
If the land is owned by a company or a person, it is not permissible to seize it. Rather, it belongs to its owner, his heirs, or the state. If it does not belong to a specific owner, it belongs to the state, and it is not permissible to seize it except with its permission. If the state approves his ownership of it, there is no blame on him. The company's failure to fulfill its promise to deliver services does not permit disposing of its properties unless it pays compensation and you are unable to obtain your right from it. In that case, you are entitled to take the amount of your right from that land, but it is not permissible to take more than your right.
