One should seek Allah's help and frequently supplicate Him for a righteous spouse, and also exert permissible efforts, such as presenting the matter to those in charge of charitable organizations, and seeking assistance from virtuous women and their husbands. There is no harm for a woman to offer herself in marriage to someone she wishes to marry. Obedience to Allah, adherence to His commands, and commitment to the hijab are among the reasons for facilitating matters.
