How can a woman in her sixties, who wishes to marry a religious man or a shaykh to complete her life in obedience to Allah, be helped, knowing that no one of this description has proposed to her?

Marriage is a momentous matter upon which many interests depend, and the Shari'ah has encouraged and promoted it. One should seek Allah's help and frequently supplicate Him for a righteous spouse, and also exert permissible efforts, such as presenting the matter to those in charge of charitable organizations, and seeking assistance from virtuous women and their husbands. There is no harm for a woman to offer herself in marriage to someone she wishes to marry. Obedience to Allah, adherence to His commands, and commitment to the hijab are among the reasons for facilitating matters.
