Which is better: giving charity during Ramadan or giving money to one's parents as Eidiya to bring them joy, knowing that their financial situation is moderate?

Charity given to needy relatives is better than charity given to others. However, if the parents are not in need, one can combine giving charity to the needy with bringing joy to the parents. But if the parents are in need, then giving charity to them is better and carries a greater reward.
