And is this permissible in the case of upfront payment, requesting reimbursement for the full amount (500 Riyals) with an invoice issued for that amount, even though only 350 Riyals was actually paid, knowing that the reimbursing party is unaware of this?

It is not permissible for an agent to take a sum of money or a gift from the seller without the knowledge of his principal, because an agent is not allowed to take anything for himself except with the knowledge of his principal. This gift is considered part of the contract and belongs to the principal.
