Is it obligatory to observe the prayer at its specified time while traveling?

It is permissible for a traveler, during a journey in which prayers are shortened, to combine the Dhuhr and Asr prayers, and the Maghrib and Isha prayers, either by performing them early (jama' taqdim) or delaying them (jama' ta'khir), according to the majority of scholars.
